En tant qu’organisation de soutien aux réfugiés, Convivial ne peut que se sentir solidaire du peuple afghan.
L’association étant spécialisée dans l’accompagnement des primo-arrivants, dont les réfugiés, dans leur processus d’installation et d’intégration en Belgique, nous ne sommes malheureusement pas à même de pouvoir répondre aux nombreuses demandes de soutien dans l’introduction de visas humanitaires ou de dossiers de regroupement familial pour des personnes bénéficiant d’un statut de protection internationale depuis plus d’un an.
Toutefois, nous nous faisons le relais des informations collectées et mises en ligne par le CIRE via le lien suivant : https://www.cire.be/publication/afghanistan-informations-sur-les-operations/. Ce document reprend les informations collectées et vérifiées à ce jour. Il sera mis à jour en fonction de l’évolution de la situation sur place et des contacts avec les autorités.
D’autre part, le CIRE travaille aussi sur une requête type pour introduire les demandes d’asile multiples. Attention, cela ne dispensera pas les personnes de devoir consulter un avocat ou un service social spécialisé, mais cela pourrait aider et accélérer les choses. Il reste que sur ce point, le CIRE est en discussion avec le CGRA qui refuse pour l’instant de considérer que la situation en Afghanistan constitue un élément nouveau justifiant en soi l’introduction d’une nouvelle demande d’asile. Le CGRA demande au CIRE d’examiner la situation individuelle, si l’arrivée des Talibans constitue réellement un élément nouveau à l’appui d’une nouvelle demande d’asile.
D’autre part, le CIRE est conscient du fait qu’à côté de l’asile, il y a de nombreuses situations concernant la délivrance de visas humanitaires pour des personnes à exfiltrer d’Afghanistan ainsi que des procédures de regroupement familial en cours ou à introduire. Pour ces 2 cas de figure, une rencontre avec le cabinet Mahdi a été sollicitée et le CIRE mettra les informations sur son site à jour au plus vite. A ce stade, au-delà des personnes que l’Etat belge a déjà identifiées et mises sur les listes pour une évacuation, il n’y a pas de marche à suivre claire pour demander un visa humanitaire.
Dès que des informations claires nous parviendrons de notre partenaire, nous ne manquerons pas de les communiquer.

Convivial provides support to refugees during their settlement and integration process in Belgium. However, unfortunately we are unable to respond to the numerous requests we receive to support applications for humanitarian visa or family reunification. Our work is limited to providing support for refugees who have obtained international protection during the first year of the recognition of their status only.

The document gathers all verified information to date about the situation in Afghanistan and will be regularly updated with information regarding relevant contacts and authorities.
CIRE also works on a template to introduce multiple asylum applications. Careful : if this could help and accelerate things, it should not prevent one to get a lawyer or to ask for help from a specialised social service. CIRE is negociating with the CGRS which is currently reluctant to consider the situation in Afghanistan as a new element justifying the introduction of a new asylum application case. The CGRS have asked CIRE to examine every individual case and analyze if the arrival of the Taliban really is a new element based on which a new asylum application could be introduced.
On the other hand, CIRE is well aware that there are also many other issues such as humanitarian visas for people having to be exfiltrated from Afghanistan, or ongoing or to-be introduced family reunification requests. In this regards, a meeting with the Mahdi cabinet has been called for. CIRE will update its website as soon as information on this is available. For now, there is no clear explanation on how to request a humanitarian visa except for people already identified by the Belgian government who have been put on lists for evacuation.

به عنوان یک مرکز کمک رسانی و ھمراھی با پناھندگان، ھمبستگی خود را با Convivial
مردم افعانستان اعلام می کند. این مرکز در حالی که در بھبودی وضعیت پناھجویان در بلژیک
نقش مھمی را ایفا می کند، اما نمی تواند به تقاضاھای بیش از حد متقاضیان مبنی بر آوردن
اعضای خانواده ھای آنان به بلژیک، کمک ھای لازم و موثری را بکند.
این نھاد تنھا به پناھندگانی که جواب پناھندگی و یا اقامت خود را در کمتر از یک سال گرفته
اند، کمک می کند تا بتوانند افراد درجه یک خانواده ھای خود، یعنی ھمسر و فرزندانشان را به
بلژیک بیاورند.
آخرین اطلاعات موثق در مورد ،«CIRE» ھمچنین یکی از مراکز ھمکار و ھمتراز ما، به نام
شرایط فعلی افغانستان را در سایت خود جمع آوری می کند که در اختیار ھمگان قرار دارد.

در حال حاضر در صدد نوشتن یک درخواست نامه ویژه ای است که بر «CIRE» مرکز سی قه
طبق آن، پناھجویان افغانستانی می توانند بار دیگر تقاضای پناھندگی کنند. البته باید توجه
داشت که این کار نباید مانع مراجعه پناھجویان به مراکز حقوقی یا وکلای خود شود. این
درخواست نامه فقط برای پیشرفت امور در اسرع وقت است.
کمیساریای پناھندگی ھنوز در باره تقاضای دوباره، جواب قاطعی نداده و قبول نکرده که
شرایط خطرناک امروز افغانستان به عنوان یک مورد جدید برای تقاضای پناھندگی کسانی که
« سی قه » جواب منفی گرفته اند، محسوب شود. در عوض، کمیساریای پناھندگی از مرکز
خواسته که ھر فرد متقاضی پناھندگی به طور مشخص روشن کند که به روی کار آمدن
طالبان، موجب به وجود آمدن خطری برای شخص متقاضی محسوب می شود.
معتقد است گذشته از درخواست پناھندگی، راه ھای دیگری برای اقامت « سی قه » مرکز
وجود دارند که می توانند به افراد کمک کنند تا از افغانستان خارج شوند و برای به مقصود
با وزیر امور پناھندگی در حال گفتگو است و قرار شده که « سی قه » رساندن این امر، مرکز
این مرکز ھمه اخبار و اطلاعات در زمینه الحاق خانواده و یا دیگر موارد، کمک برای اقامت را در
سایت خود آورده و آن ھا را به روز کند.
در حال حاضر تنھا افرادی که شناسایی شده اند و در لیست دولت بلژیک برای خروج از
افغانستان قرار دارند، می توانند این کشور را ترک کنند و برای افراد دیگر ھنوز راه حلی برای
کمک به خروج آن ھا پیشنھاد نشده است.
می گوید که به محض دریافت اطلاعات جدید، آن ھا را در اسرع وقت در « سی قه » مرکز
اختیار علاقمندان قرار خواھد داد. و می افزاید که به زودی ترجمه از فرانسه به زبان پشتو ھم
در سایت خواھد آمد.
